On 16–19 July 2019 in Cartagena, Colombia, EUROCLIMA+ and the Partnership on Transparency in the Paris Agreement (PATPA) will hold the workshop Monitoring and Evaluation of Climate Change Adaptation in Light of the Enhanced Transparency Framework.

Cartagena, 16 July 2019: On 16–19 July the Colombian city of Cartagena will host the sixth Latin America and Caribbean Regional Group Workshop, entitled Monitoring and Evaluation of Climate Change Adaptation in Light of the Enhanced Transparency Framework. This workshop is a joint effort of the Partnership on Transparency in the Paris Agreement (PATPA) and the EUROCLIMA+ Programme, under its Climate Governance component. It is being implemented by the Economic Commission for Latin America and the Caribbean (ECLAC), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), and UN Environment, in concert with members such as the Regional Platform for Low Emission Development Strategies in Latin America and the Caribbean (LEDS LAC). This work would not have been possible without the collaboration of the Training Centre of the Spanish Agency for International Development Cooperation (AECID) in Cartagena and of the host country, Colombia, which is represented by its Ministry of Foreign Affairs (the Chancellery) and Ministry of Environment and Sustainable Development.

Faced with increasing climate risk in Latin America and the Caribbean, governments and development actors are promoting the design and implementation of climate change adaptation strategies to ensure progress on sustainable development. To make this work more effective, it is essential to have monitoring and evaluation systems in place to analyse these adaptation strategies and measure their impacts. This will help countries to determine the suitability of their actions and the adjustments that are needed to reduce their climate vulnerability and increase their adaptation capacity.

To promote greater transparency around the fulfilment of commitments made under the Paris Agreement and thus foster mutual trust between signatory countries, the Enhanced Transparency Framework (ETF) has been developed, which, among other things, makes information available on climate change impacts and on the progress made on adaptation.

EUROCLIMA+, as part of its line of action on strengthening the Transparency Framework, is supporting processes to monitor and evaluate the progress made on climate policies and Nationally Determined Contributions.

About PATPA

The Partnership on Transparency in the Paris Agreement (formerly the International Partnership on Mitigation and MRV) was launched by Germany, the Republic of Korea and South Africa at the Petersberg Climate Dialogue, held in May 2010. The aim of the Partnership is to promote ambitious climate action through the exchange of practices for improving transparency and, in so doing, contribute to the achievement of the global temperature target. The work of the Partnership is conducted in five regional groups, one of which is the Latin America and Caribbean Regional Group. The Group’s Secretariat is hosted by the Support Project for the Implementation of the Paris Agreement (SPA), which is implemented by GIZ on behalf of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).

Monitoreo, evaluación y transparencia para la adaptación al cambio climático

EUROCLIMA+ y PATPA promueven el taller "Monitoreo y Evaluación de la Adaptación al Cambio Climático a la luz del Marco Reforzado de Transparencia”, que se celebrará en Cartagena (Colombia), los próximos 16 al 19 de julio.

Cartagena, 16 de julio de 2019.- Desde el 16 al 19 de julio se desarrollará en Cartagena de Indias (Colombia), el VI Taller del Grupo Regional de América Latina y el Caribe: “Monitoreo y Evaluación de la Adaptación al Cambio Climático a la luz del Marco Reforzado de Transparencia”. Este taller es un esfuerzo conjunto de la Alianza para la Transparencia en el Acuerdo de París (PATPA) y el Programa EUROCLIMA+, a través de su Componente de Gobernanza Climática, implementado por FIIAPP, GIZ, CEPAL y ONU Medio Ambiente, junto a socios como LEDS LAC. Esta actividad es posible gracias a la colaboración del Centro de Formación de la Agencia Española de Cooperación Internacional para el Desarrollo (AECID) en Cartagena de Indias, y de Colombia como país anfitrión, representado por el Ministerio de Relaciones Exteriores (Cancillería) y el Ministerio de Ambiente y Desarrollo Sostenible.

Frente al aumento de los riesgos climáticos en América Latina y el Caribe los gobiernos y actores del desarrollo están impulsando el diseño e implementación de estrategias de adaptación al cambio climático para asegurar los avances en desarrollo sostenible. Para lograr una mayor efectividad, es fundamental disponer de sistemas de Monitoreo y Evaluación (M&E) que analizan estas estrategias de adaptación y reflejan su impacto, ayudando a los países a comprender la adecuación de sus acciones, y qué ajustes son necesarios para reducir la vulnerabilidad climática y aumentar su capacidad de adaptación.

Con el fin de avanzar hacia la transparencia de los cumplimientos con los compromisos del Acuerdo de París, se ha desarrollado el Marco Reforzado de Transparencia (ETF, por sus siglas en inglés), que ayuda a promover la confianza mutua entre los países firmantes, facilitando información sobre los impactos del cambio climático y el progreso en la adaptación, entre otros aspectos.

EUROCLIMA+, en el marco de su línea de acción de fortalecimiento del marco de transparencia, apoya procesos para el monitoreo y la evaluación del progreso de las políticas climáticas y Contribuciones Nacionalmente Determinadas.

Sobre PATPA

La Alianza para la Transparencia en el Acuerdo de París (anteriormente: Alianza Internacional para la Mitigación y el MRV) fue lanzada en mayo de 2010 en el Diálogo Climático de Petersburg por Sudáfrica, la República de Corea y Alemania. La Alianza tiene por objeto promover una acción ambiciosa en materia de clima mediante un intercambio práctico sobre la mejora de la transparencia y, de este modo, contribuir a la consecución del objetivo de la temperatura global trabajando en cinco grupos regionales, entre otros, el Grupo Regional de América Latina y el Caribe. La Secretaría está hospedada en el Proyecto de Apoyo para la Implementación del Acuerdo de París (SPA), ejecutado por el Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH en nombre del Ministerio Federal Alemán de Medio Ambiente, Conservación de la Naturaleza y Seguridad Nuclear (BMU).
