The 29th Conference of the Parties (COP29) under the United Nations Framework Convention on Climate Change (UNFCCC) marks a pivotal gathering for global leaders, climate activists, scientists, and policymakers. COP29 is hosted by Azerbaijan and takes place from November 11-22, 2024 in Baku. The importance of transparency as a cornerstone for achieving meaningful progress in climate action was recognized by the COP29 Presidency which inaugurated the Baku Climate Global Transparency Platform (BTP) at the High Level Dialogue on Climate Transparency on September 3, 2024. Transparency is also the leading issue at several side-events taking place under the banner #Together4Transparency.
Transparency is especially important as the Enhanced Transparency Framework (ETF), established under the Paris Agreement, enters into full force at the end of this year. With this, countries are expected to submit their Biennial Transparency Reports (BTRs) by December 31, 2024. These reports will inform the Global Stocktake, facilitating ambition-raising of global climate efforts and fostering mutual trust.
Side Events Focused on Transparency
The Partnership on Transparency in the Paris Agreement is contributing to several side events at COP29. On November 14th, 2024 (14:30 - 15:15), a panel discussion titled “Transparency in Portuguese – Status of Preparation and Submission of BTRs by Lusophone Countries” will be held at the Portugal Pavilion, promoted by PATPA and UNDP. The side event aims at sharing experiences by those Lusophone countries which are more advanced in preparing the 1st BTR, with a view to promoting learning by those that are taking the first steps in transitioning to the ETF.
On November 16th (11:00 - 12:30), the side event “Lessons Learned on the Development of Biennial Transparency Reports in ASEAN” will take place in the Thailand Pavilion. The event aims at sharing lessons learned from ASEAN countries in developing and submitting their BTRs, as well as showcasing best practices and methodologies employed by ASEAN Member States in this process. Roziya Wloch, Coordinator of the Asian Regional Group at PATPA, will share valuable insights through a digital presentation.
