Asia Regional Workshop on "Fast-Tracking Preparation of First Biennial Transparency Reports (BTRs)" [September, 24 - 26 | Seoul, Republic of Korea]
The Partnership on Transparency in the Paris Agreement (PATPA), in collaboration with the Greenhouse Gas Inventory and Research Center of Korea (GIR) and with financial and technical support by Australia and the UNFCCC, organized the Asia Regional Workshop in Seoul. The event focused on assisting countries in finalizing their first Biennial Transparency Reports (BTRs), due by December 2024, a critical milestone in the Paris Agreement’s Enhanced Transparency Framework (ETF).
The workshop brought together 40 participants from 19 Asian countries and provided technical guidance on applying the modalities, procedures, and guidelines (MPGs) for BTR preparation. It fostered peer exchange, troubleshooting sessions, and practical exercises on GHG inventories, Nationally Determined Contributions (NDC) tracking, and adaptation reporting. In addition, participants were for the first time exposed to ETF Reporting Tools through hands-on training. Following the workshop, an on-demand, virtual “Ask the Experts” session allows participants to resolve any remaining questions.
Key takeaways included the importance of establishing institutional arrangements for data collection, focusing on mandatory GHG inventory requirements, and building confidence in early BTR submissions. The workshop also highlighted the significance of youth engagement in the reporting process.
By providing targeted support, the event helped countries in the region accelerate their BTR preparations, ensuring they contribute effectively to the global stocktaking process and climate action goals.
