PATPA at SB62: Sharing experiences from international cooperation on ETF implementation

On 24 June 2025, PATPA participated in the SB62 side event “Sharing Experiences from International Cooperation for Supporting Implementation of the Enhanced Transparency Framework (ETF)” in Bonn. The session, co-organized by the Embassy of the Republic of Korea to the Federal Republic of Germany, Bonn Office, and Greenhouse Gas Inventory and Research Center of Korea (GIR), brought together global stakeholders to discuss how international cooperation can support transparency capacity in developing countries under the Paris Agreement.
 
The opening remarks were delivered by MIN Jaehoon, Consul General, Embassy of the Republic of Korea to the Federal Republic of Germany, Daniele Violetti, UNFCCC Senior Director and Oscar Zarzo Fuertes, Head of PATPA Secretariat. Various organisations shared their work on implementing the ETF, covering topics such as GHG inventories, mitigation, adaptation, and technology transfer. Presentations included insights on the UNFCCC-GIR-CASTT programme, lessons from the CASTT Academy in Asia, the role of monitoring and evaluation systems for adaptation, and experiences from climate technology cooperation through the UNFCCC-CTCN. IISD highlighted the importance of national Monitoring, Evaluation and Learning (MEL) systems in strengthening transparency in adaptation.
 
Roziya Wloch, Coordinator for the Asia regional group at PATPA, shared insights on facilitating ETF implementation from PATPA’s global and regional work. She highlighted key achievements including the application of the Modalities, Procedures and Guidelines (MPGs), a more systematic approach to data management, and stronger institutional frameworks that support coherence between NDC and transparency.
 
She also outlined persistent constraints such as lack of centralised systems, inconsistent indicator use, and challenges in adaptation reporting and climate finance tracking. She emphasised PATPA’s tailored support through peer-to-peer exchanges, multilingual capacity-development formats, and trusted spaces for open discussions on transparency issues among countries.
 
The event reinforced the need for practical, country-driven support and long-term engagement to ensure sustainable progress in implementing the ETF. PATPA’s involvement reflected its commitment to strengthening transparency systems and fostering mutual learning across regions.
