Lessons learnt from South Africa, Panama, and Germany in preparing their first BTR and participating in the TER
2024 was a key year for the Paris Agreement architecture, as yet another system entered into full force: the Enhanced Transparency Framework (ETF). The year was marked by the submission deadline for the first Biennial Transparency Reports (BTRs) on the 31st of December 2024. For the first time in the history of international climate transparency, the ETF defines a common set of rules and standards for both developed and developing countries. As of March 04, 2025, 102 Parties to the Paris Agreement have submitted their first BTRs. It is therefore important to reflect together on lessons learned from the first BTR submission and gain some practical insights into the Technical Expert Review process taking place in countries throughout the year.
In this spirit PATPA will host a webinar on the 10th of March 2025 to provide a space for representatives from Panama, Germany, and South Africa to reflect on their experiences.
Panama, as one of the first country to have submitted their BTR, has already hosted an in-country Technical Expert Review. Its experiences are therefore very useful for other countries currently getting ready for the review process. Germany and South Africa will be sharing their experiences with the BTR process from the perspective of a developed and a developing country.
