Asia Regional Workshop: Taking Stock of First BTRs and Getting Ready for Second BTRs

On February 24-26, 2026, the Asia Regional Workshop titled "Taking Stock of First BTRs and Getting Ready for Second BTRs” took place in Bangkok, Thailand. This year’s workshop was organized by the Partnership on Transparency in the Paris Agreement (PATPA) with the support of the Government of Australia, Government of Singapore, Government of the Kingdom of Thailand and the UN Climate Change Secretariat (UNFCCC).  

Around 50 transparency experts from 20 countries of South Asia, South-East Asia, and the Pacific attended the workshop.

Over 120 countries have submitted their first Biennial Transparency Reports (BTR) under the Enhanced Transparency Framework (ETF) of the Paris Agreement, underscoring global commitment to transparent climate action. Lessons from their first BTRs—spanning data systems for GHG emissions, adaptation and loss and damage, application of the ETF Modalities Procedures and Guidelines (MPGs), and Technical Expert Reviews (TER) processes, —are crucial for submitting an improved BTR2 and informing more ambitious and robust NDCs. The workshop therefore provided a platform for developing and developed country Parties to reflect on and exchange key insights from the preparation of their BTR1 and experiences from the TER process. In addition to peer-learning, the workshop included technical training designed to strengthen national capacities in key areas of BTR. Key topics included: improving greenhouse gas inventories, assessing mitigation efforts, and enhancing reporting on adaptation and loss and damage.
 

Agenda highlights:

Day 1: ETF implementation and BTR1 preparation
•    Spotlight on Thailand’s BTR1 submission journey
•    Transparency outlook from UNFCCC Secretariat: outcomes from Belém, ETF implementation status in Asia, and key insights from BTRs
•    TER deep dive: process overview, country experiences, and a TER exercise
•    Applying MPGs with a focus on flexibility provision: discussion on BTR1 experiences and approaches for improvements in BTR2

Day 2: BTR2 improvement, GHG inventory and data management
•    Identifying areas for BTR2 improvement: capacity building needs and country improvement plans 
•    Spotlight on Singapore’s national GHG inventory development and improvement
•    Hands-on session on GHG inventory data management (documentation, archiving, QA/QC protocols)
•    Excursion to the Zero Energy Building of the Department of Energy Development and Promotion, Ministry of Energy of Thailand

Day 3: Mitigation impacts, adaptation, and loss and damage
•    Quantifying the impacts of mitigation policies and measures: reporting requirements and methods, with an exercise using the GACMO model
•    Adaptation reporting: Belém outcomes and linkages to BTRs (UNFCCC)
•    Spotlight on Thailand’s and Australia’s national monitoring and evaluation systems for adaptation reporting 
•    Good practices in adaptation and loss and damage reporting: peer exchange
•    Technical clinic:  open space for addressing technical issues together with experts
