Atelier régional du Réseau francophone: De la Politique à la Pratique : Renforcer la Transparence dans l'Article 6 et comme levier de la mobilisation des financements

Pour les pays en développement, la transparence du financement climatique est essentielle pour planifier et gérer les flux financiers publics et privés nécessaires à la mise en œuvre des CDN et des stratégies à long terme, à l'analyse des déficits de financement et à la mobilisation de fonds pour l'atténuation et l'adaptation. Les mécanismes de coopération prescrites par l’Accord de Paris, particulièrement les marchés carbones sont des leviers de mobilisation de financement important pouvant servir la mise en œuvre des engagements des pays en développement francophones.

Actuellement, certains pays du réseau francophone sur la transparence ont soumis ou sont en train de préparer leur premier BTR, ce qui offre l'occasion de sensibiliser aux exigences de déclaration prévues à l'article 6, liées au cadre de transparence renforcé de l'article 13, qui commence à prendre effet lorsqu'un pays décide de participer à l'autorisation d'un ITMO à un autre pays.

Organisé dans le prolongement direct de l’atelier de trois jours du Groupe consultatif d’experts (GCE), l’atelier du Réseau francophone pour la transparence climatique se tiendra au Mozambique. Il vise à consolider et à approfondir les acquis de l’atelier du GCE en abordant deux thèmes clés du cadre de transparence renforcé : l’article 6 de l’Accord de Paris et le rôle de la transparence dans le financement climatique. Cet atelier réunira des experts en transparence climatique des pays francophones. Grâce à des échanges techniques, au partage d’expériences et à des discussions régionales, cet atelier renforcera la capacité des pays francophones à comprendre, à mobiliser et à rendre compte efficacement des mécanismes de coopération internationale et des flux de financement climatique, tout en garantissant leur cohérence avec les systèmes nationaux de suivi, de notification et de transparence. 

Cet atelier est organisé conjointement par la Promesse climatique du PNUD, le gouvernement belge, l’Initiative de renforcement des capacités pour la transparence – Programme mondial de soutien (CBIT-GSP- financée par le FEM et mise en œuvre par le PNUE-CCC), la Banque africaine de développement (BAD), la CCNUCC CGE, l’Institut de la Francophonie pour le développement durable (IFDD – Organe subsidiaire de l’Organisation internationale de la Francophonie), le CITEPA (Centre interprofessionnel technique d'études de la pollution atmosphérique) et le Partenariat pour la transparence dans l’Accord de Paris.

Regional workshop of the Francophone Network: From Policy to Practice: Strengthening Transparency in Article 6 and as a lever for mobilising financing

For developing countries, climate finance transparency is essential for planning and managing the public and private financial flows needed to implement NDCs and long-term strategies, analyse financing gaps and mobilise funds for mitigation and adaptation. The cooperation mechanisms prescribed by the Paris Agreement, particularly the carbon markets, are important levers for mobilising funding that can be used to implement the commitments of French-speaking developing countries.

Currently, some countries in the Francophone transparency network have submitted or are in the process of preparing their first BTR, which provides an opportunity to raise awareness of the reporting requirements under Article 6, linked to the enhanced transparency framework under Article 13, which begins to take effect when a country decides to participate in the authorisation of an ITMO to another country.

Organised as a direct follow-up to the three-day workshop of the Consultative Group of Experts (CGE), the workshop of the Francophone Network for Climate Transparency will be held in Mozambique. It aims to consolidate and deepen the achievements of the CGE workshop by addressing two key themes of the enhanced transparency framework: Article 6 of the Paris Agreement and the role of transparency in climate finance. The workshop will bring together climate transparency experts from French-speaking countries. Through technical exchanges, experience sharing and regional discussions, this workshop will strengthen the capacity of French-speaking countries to understand, mobilise and report effectively on international cooperation mechanisms and climate finance flows, while ensuring their coherence with national monitoring, reporting and transparency systems.

This workshop is jointly organised by the UNDP Climate Promise, the Belgian Government, the Capacity Building Initiative for Transparency - Global Support Programme (CBIT-GSP- funded by the GEF and implemented by UNEP-CCC), the African Development Bank (AfDB), the UNFCCC CGE, the Institut de la Francophonie pour le développement durable (IFDD - Subsidiary Body of the Organisation internationale de la Francophonie), the CITEPA (Centre interprofessionnel technique d'études de la pollution atmosphérique) and the Partnership for Transparency in the Paris Agreement.
