PATPA at the June Climate Meetings (SB64)

In the middle of the June Climate Meetings (SB64), PATPA hosted its 31st Partnership Meeting on Thursday, 11 June. The meeting served as an informal space for open exchange among transparency negotiators and practitioners as well as PATPA partners on matters related to climate transparency negotiations and implementation. The meeting brought together over 60 transparency experts from developing and developed countries, implementing agencies and international think tanks.
The PATPA Secretariat team, together with its founding members Germany, the Republic of Korea, and South Africa, took participants through the meeting, with a mixture of short speeches and inputs, and interactive breakout discussions.
Eda Kosma, from the Center for Climate and Energy Solutions, provided a setting-the-scene input titled "From Reporting to Review: Improving Transparency Over Time", with some insights from the application of the MPGs and its potential areas of improvement in the forthcoming review by 2028.
Following the input, participants were divided into breakout groups to discuss in groups.
Discussions focused on:
- Exchanging experiences from the first Technical Expert Reviews (TERs) and Facilitated Multilateral Considerations of Progress (FMCPs)
- Initial insights on the upcoming review of the ETF Modalities, Procedures and Guidelines (MPGs)
- Lessons from the first Biennial Transparency Reports (BTRs)
Participants shared their thoughts and ideas on the upcoming MPG review process, as well as on potential areas of enhancement for the TER and FMCP in the future, based on the first experiences by countries. Participants suggested changes to the TER and FMCP timelines, to align them to national reporting cycles. Further, they highlighted the relevance of the FMCP for measuring individual progress towards the objectives under the Paris Agreement by making it more participative and/or allowing for the presence of high-level representatives from countries. Also, participants suggested streamlining the MPGs and aligning article 13 of the Paris Agreement with other articles in order to enhance reporting on NDC implementation and achievement.
Transparency continues to be the backbone of the Paris Agreement. Strong transparency systems help track progress, inform policy making and enhance ambition, mobilize support, and build trust. The PATPA Secretariat is committed to supporting implementation of the ETF and the update of the MPGs. PATPA strongly appreciates the chance to meet with partners, country representatives, and other interested stakeholders to exchange on all topics related to climate transparency during the June Climate Meetings.
