Asia Regional Workshop: Taking Stock of First BTRs and Getting Ready for Second BTRs

On February 24-26, 2026, the Partnership on Transparency in the Paris Agreement (PATPA) will host its Asia Regional Workshop titled "Taking Stock of First BTRs and Getting Ready for Second BTRs." The workshop, which will take place in Bangkok, Thailand aims to provide a platform for developing and developed country Parties to reflect on and exchange key insights from the preparation of their first Biennial Transparency Reports (BTR1) and experiences from Technical Expert Reviews (TER). In addition to peer-learning, the workshop will include technical trainings designed to strengthen national capacities in key areas of BTR. The scope of these trainings will be determined based on a survey completed by the invitees. Tentative areas of focus include:

  • Quantifying the impacts of mitigation actions, policies, and measures
  • Improving the GHG inventory for BTR2
  • Modalities, procedures, and guidelines (MPGs) and application of flexibility
  • Adaptation reporting
  • Loss & Damage
  • Technical Expert Review (TER) process overview and insights from countries’ experiences
  • Areas of BTR2 improvement

Around 28 countries from South-East Asia, Central Asia and the Pacific will be invited to attend the workshop.

The workshop is organized by the Secretariat of the Partnership on Transparency in the Paris Agreement (PATPA) on behalf of its founding members: Germany, Republic of Korea, and South Africa. Supporting countries and organizations include the United Nations Framework Convention on Climate Change (UNFCCC), the Commonwealth of Australia and Singapore. The Government of the Kingdom of Thailand is graciously hosting the workshop.
