Stronger Capacities for Climate Action: PATPA at the CASTT Programme and the 16th International Greenhouse Gas Conference
From 14 July to 1 August 2025, the Greenhouse Gas Inventory and Research Center of Korea (GIR) hosted the annual CASTT (Climate Action and Support Transparency Training) GHG Inventory Programme in Seoul, Republic of Korea.
33 national experts from developing countries took part in an intensive three-week training to strengthen technical capacities on reporting under the UNFCCC and the Paris Agreement, greenhouse gas (GHG) inventory compilation using the IPCC Inventory software, and methodologies for GHG estimation and projections. The training served as a platform for sharing knowledge and experience among the trainees.
The CASTT Programme is organised by the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) and GIR and supported by other partners, including the IPCC Technical Support Unit, the Food and Agriculture Organization (FAO), and the Partnership on Transparency in the Paris Agreement (PATPA). PATPA supported two training sessions by international experts on GHG inventory: Olia Glade conducted the training on energy sector and Sabino Del Vento provided the training on waste sector GHG inventory.
On the 1st of August, the CASTT Programme culminated in the 16th International Greenhouse Gas Conference (IGC) in Seoul. Under the theme “From Ambition to Action: Pathways to the 2035 NDCs”, the IGC convened around 200 participants from governments, academia, international organisations, and civil society. Discussions focused on strategies for the effective design and implementation of the next generation of NDCs, with particular emphasis on institutional frameworks, financing, technological advancements, and public engagement.
As part of its support to the conference, PATPA supported the moderation of the CASTT Programme side-event by Jost Wagner, International Facilitator and with the participation of René Freytag, GIZ Philippines, in the main session of the conference. His intervention underscored the important momentum NDCs 3.0 provide for raising climate ambition and reflected the relevant support that GIZ provides globally to countries, highlighted with the example of the Philippines in moving from climate ambition to action.
PATPA’s commitment to support both the CASTT Programme and the IGC reflects its longstanding partnership with GIR. By supporting technical trainings and dialogue, PATPA continues to contribute to building the foundations for ambitious, transparent, and credible climate action in line with the Paris Agreement.
