A First Look at Biennial Transparency Reports Under the Paris Agreement

In January 2025, Lorenz Moosmann from the Öko-Institute e.V. has published a working paper examining the trends in the first Biennial Transparency Reports (BTRs), which provide key information on mitigation, adaptation, finance and support. The analysis provides valuable insights into the content and components of the first BTR submissions of the 86 Parties that submitted a BTR by deadline on 31 December 2024.  

Notably, many Parties provided insights into climate change impacts, adaptation efforts, loss and damage, and support needed and received, in addition to the mandatory reporting requirements. These submissions can serve as valuable examples for other Parties in finalizing their reports. NDC Tracking provides important information on the progress of countries in meeting their nationally set targets. Based on preliminary data screening of the large emitters of greenhouse gases, the working paper indicates that enhanced efforts will be necessary to achieve the self- determined 2030 Nationally Determined Contribution (NDC) targets.
