Harnessing Transparency for Industry Decarbonisation

This guide aims to support national GHG inventory compliers in producing robust, high-quality inventories of emissions from industrial activities. Drawing on the 2006 IPCC-Guidelines and in-country examples from Brazil, Türkiye, Japan, Germany, and others; the guide translates core methods into practical, step-by-step guidance that governments can apply to their national circumstances. It focuses on the high-emitting industrial subsectors (e.g., cement, iron and steel, and chemical industry).
 
Key topics covered in the guide include: understanding the primary sources of GHG emissions in high-emitting industries; guidance on methodological approaches to GHG estimation; practical advice on data collection in collaboration with the (private) industrial sector; and ensuring alignment of methods and data with IPCC good practice and ETF requirements.
 
The guide is published by the Partnership on Transparency in the Paris Agreement (PATPA) in collaboration with adelphi and Ricardo.
