LEDS, NAMAs and MRV are three of the key conceptual components emerging as part of the global architecture for a new climate agreement by 2015 and for the pre-2020 period. The objective of this paper is to identify how the three components are conceptually interlinked.
MRV Guidebook for Policy Makers
The guidebook aims to present information on existing MRV arrangements for greenhouse gases under the United Nations Framework Convention on Climate Change. The guidebook’s target audience is policy makers and practitioners in Annex I and non-Annex I countries embarking on their MRV work and looking for an overview about MRV. This resource will be available online and should continue to be updated on an annual basis. Authors are responsible for all errors or emissions that may remain.
Knowledge Product Summer School: An Accounting Framework - Background and Recommendations
Based on the main findings from the Summer School as well as including experiences and debates beyond the Summer School, the knowledge product was developed in order to provide knowledge to climate policy practitioners and experts and help enable them to enhance transparency for planning and implementation of national mitigation actions as well as for tracking progress towards the 2°C objective internationally.

Knowledge Product: Institutional Arrangements for MRV
Developing a robust institutional framework that encompasses the relevant institutional entities as well as the necessary staff, systems and processes, is essential for an effective MRV system. However, the approaches that countries have taken vary widely, ranging from top-down integrated MRV systems that cover multiple reporting needs to bottom up systems that focus on a specific policy, action, or region. This paper explores some of the differing approaches countries have taken in designing their institutional arrangements for MRV.
Knowledge Product: Elements and Options for National MRV Systems
This recently published document is based on on the conclusions from the Autumn School on ‘MRV – today, tomorrow and the future’ of the International Partnership on Mitigation and MRV, which took place in October 2012 in Germany. It summarises the Autumn School’s key findings and provides additional know-how and technical guidance on the design and setting up of domestic MRV systems. Tiered approaches have been included as examples, showing how countries can start with simplified approaches and improve their MRV system over time.
