7° taller del Grupo Regional para Latino América y el Caribe “Arreglos institucionales bajo el Marco de Transparencia Reforzado (MTR): Transparencia, calidad de los datos y sostenibilidad”

Los días 9 y 10 de febrero 2021, se celebró el 7° taller del Grupo Regional para Latino América y el Caribe de la Alianza para la Transparencia en el Acuerdo de París (PATPA) bajo el título “Arreglos Institucionales bajo el Marco de Transparencia Reforzado (MTR): Transparencia, calidad de datos y sostenibilidad”. El evento contó con un destacado grupo de participantes compuesto por expertos miembros de la Red Latinoamericana de Inventarios Nacionales de Gases de Efecto Invernadero (RedINGEI) y expertos nacionales encargados de implementar y dar seguimiento a medidas de mitigación.

Ante la diversidad de los arreglos institucionales de transparencia en la región de Latinoamérica y el Caribe, el objetivo principal de este taller fue crear un espacio de intercambio donde los participantes pudieran compartir retos y experiencias en el diseño, la implementación, y la operación de arreglos institucionales de transparencia con miras al MTR del Acuerdo de París.

El programa del taller se dividió en dos temáticas principales distribuidas en dos días. La temática del primer día fue transparencia y calidad de datos en los arreglos institucionales mientras que el segundo día se enfocó en la sostenibilidad de los arreglos institucionales en el tiempo. Durante el taller, los participantes tuvieron la posibilidad de entrar en un diálogo sobre las experiencias y desafíos de los sistemas operativos con arreglos institucionales formalizados e informales, compartir sus experiencias sobre retos sobre la calidad y flujos de datos en arreglos institucionales y conocer los planes de los países para desarrollar o adaptar sus arreglos institucionales de transparencia. Aprovechando el formato virtual, la agenda incluyó grupos de trabajo, discusiones en plenario, así como cuatro presentaciones por países con las cuáles se aportaron valiosas experiencias y lecciones aprendidas.

La actividad, celebrada de manera virtual, fue organizada por PATPA en cooperación con el Programa de las Naciones Unidas para el Desarrollo (PNUD) y la RedINGEI, y contó con un total de 32 participantes de 17 países de la región.

On February 9th and 10th, 2021, the 7th workshop of the Regional Group for Latin America and the Caribbean of the Partnership on Transparency in the Paris Agreement (PATPA) was held under the title "Institutional Arrangements under the Enhanced Transparency Framework (ERF): Transparency, Data Quality and Sustainability". The event was attended by a group of participants composed of experts members of the Latin American Network of National Greenhouse Gas Inventories (Spanish: RedINGEI) and national experts in charge of implementing and monitoring mitigation measures.

Given the diversity of institutional arrangements for transparency in the Latin American and Caribbean region, the main objective of this workshop was to create a space for exchange where participants could share challenges and experiences regarding the design, implementation, and operation of institutional arrangements for transparency with a view to the ETF of the Paris Agreement. 

The workshop program was divided into two main topics distributed over two days. The first day focused on transparency and data quality in institutional arrangements while the second day aimed at analyzing the sustainability of institutional arrangements over time. During the workshop, participants had the opportunity to engage in a dialogue on the experiences and challenges of operating systems with formalized and informal institutional arrangements, share their experiences on challenges on data quality and data flows in institutional arrangements, and learn about  other countries' plans to develop or adapt their institutional arrangements for transparency. Taking advantage of the virtual format, the agenda included working groups, plenary discussions, as well as four country presentations that provided valuable experiences and lessons learned. 

The activity was organized by PATPA in cooperation with the United Nations Development Programme (UNDP) and RedINGEI, and was attended by a total of 32 participants from 17 countries in the region.
