Lusophone Cluster - Enabling transparency in AFOLU: Enhancing Data Collection and Building Institutional Arrangements

Em 7 de dezembro de 2021, o Núcleo Lusófono recebeu virtualmente 41 participantes de 7 países. Os participantes vieram de instituições governamentais envolvidas na criação e manutenção do sistema nacional de transparência e na coleta/gestão de dados para monitoramento, relatórios e verificação (MRV).
Os objetivos do evento interativo foram:
- Apoiar o aprendizado sobre tópicos relacionados à transparência no setor de Agricultura, Floresta e Outros Usos da Terra (AFOLU) para avançar na implementação e aumentar a ambição das Contribuições Determinadas Nacionalmente (NDCs)
- Criar oportunidades de aprendizagem entre pares e compartilhar conhecimentos sobre coleta de dados e arranjos institucionais
- Facilitar o intercâmbio de experiências nacionais e regionais, assim como fortalecer a colaboração entre profissionais responsáveis
A oficina interativa começou com duas apresentações introdutórias, que marcaram o cenário. A primeira apresentação focalizou a “Estrutura de Transparência Aprimorada (ETF) e Modalidades, Procedimentos e Diretrizes (MPGs) básicos e o que elas significam para o setor AFOLU” e a segunda apresentação compartilhou as “Experiências de duas regiões da PATPA, Ásia e África anglófona”, relacionadas às barreiras relacionadas à AFOLU e às soluções de transparência. Após essas apresentações, o workshop concentrou-se em discussões em grupos menores para identificar os desafios enfrentados pelos participantes e seus países e soluções potenciais para esses desafios, considerando três temas:
- Disponibilidade de dados, coleta e gerenciamento de dados
- Entendendo as exigências da ETF, e
- Arranjos institucionais.
Os grupos foram separados de acordo com sua área de interesse. Para cada grupo/tema, desafios e soluções apropriadas foram discutidos sob a orientação de três questões principais:
- Quais são os principais desafios no seu país?
- Quais soluções seriam as mais apropriadas para seu país?
- Quando e como essas soluções poderiam começar a ser aplicadas?
As discussões foram muito animadas, e os elementos mais interativos dentro da oficina foram bem recebidos. Outros resultados serão compartilhados nesta página em breve.

Enabling transparency in AFOLU: Enhancing Data Collection and Building Institutional Arrangements
On December 7, 2021 the Lusophone Cluster welcomed virtually 41 participants from 7 countries. Participants came from a range of government institutions involved in setting up and maintaining the national transparency system and collecting/managing data for monitoring, reporting and verification (MRV).
The purposes of the interactive event were:
- Support learning on topics related to transparency in the Agriculture, Forestry and Other Land Use (AFOLU) sector to advance implementation and increase Nationally Determined Contributions’ (NDCs) ambition
- Create peer learning opportunities and share knowledge about data collection and institutional arrangements
- Facilitate the exchange of national and regional experiences, as well as strengthen collaboration among responsible professionals
The interactive workshop started with two introductory presentations so set the frame. The first presentation focused on the basic ETF & MPGs and what they mean for the AFOLU sector and the second presentation shared the experiences of two PATPA regions, Asia and Anglophone Africa, related to AFOLU-related barriers and transparency solutions. After these presentations, the workshop focused on discussions in smaller groups to identify the challenges faced by participants and their countries and potential solutions for those challenges, considering three themes:
- Data availability, data collection and data management
- Understanding ETF requirements, and
- Institutional arrangements.
Groups were separated according to their area of interest. For each group/theme, challenges and appropriate solutions were discussed under the guidance of three main questions:
- What are the main challenges in your country?
- What solutions would be most appropriate for your country?
- When and how could these solutions start to be applied?
The discussions were very lively, and the more interactive elements within the workshop were well-received. Further results will be shared on this page soon.
