BUR Process Guidance Tool

Biennial Update Reports (BURs) provide an update of the information presented in National Communications (NCs), in particular, on national greenhouse gas (GHG) inventories, mitigation actions, constraints and gaps, including related support needed and received (finance, capacity building and technology transfer), as well as on institutional arrangements and national circumstances. They should be reported to the United Nations Framework Convention on Climate Change (UNFCCC) every two years.

The BUR Process Guidance Tool has been developed to support countries in the process of preparing a BUR and undergoing the International Consultation and Analysis (ICA), while at the same time enhancing domestic MRV systems. It guides users through a six step process, helping to understand what the key steps are, what to consider when implementing those steps, and what the required potential time duration would be, taking into account specific national circumstances. It therefore can also be used as a planning tool that can be applied flexibly by countries. The tool has been created based on experience gained during implementation of the Information Matters project in the partner countries as well as feedback obtained during a review by external experts and partner organisations.
