How can the new climate agreement support robust national mitigation targets? - Opportunities up to Paris and beyond (Synthesis report)

This report is a synthesis of the research and re-evaluates the options previously considered in this project in the light of the negotiation process up to today. he mitigation-related design elements considered are: (1) Participation and differentiation of countries; (2) Types of commitments, including also the compulsory character of the commitments and time aspects; (3) Guidance on ambition of the commitments to assure adequacy of global and individual countries’ efforts; (4) Transparency of commitments.
