Meeting expectations on transparency and more: how strengthening capacity for climate reporting is benefitting Mauritania and Malawi (EN/FR)

The Paris Agreement relies on transparency. With countries deciding their own contributions to the global effort to address climate change, transparent reporting is crucial to identify whether nationally determined targets are being met and to incentivise increases in ambition. Transparency is not a new notion in this area — Paris’ Enhanced Transparency Framework builds on an existing transparency system under the UNFCCC — but achieving it can be a challenge.
Malawi and Mauritania are both using the evolving reporting expectations under the UNFCCC and the Paris Agreement to strengthen national institutions to implement transparency. Their efforts reveal some of the opportunities and benefits that arise from preparing to nationally implement the Enhanced Transparency Framework. Both countries model a forward-looking vision that can support others to embark on similar journeys.

L’Accord de Paris repose sur la transparence. Dans la mesure où les pays décident de leurs propres contributions à l’effort mondial de lutte contre le changement climatique, un rapportage transparent est essentiel afin de déterminer si les objectifs fixés au niveau national sont atteints et d’encourager à viser plus haut. La transparence n’est pas une notion récente dans ce domaine, le Cadre de transparence renforcée de l’Accord de Paris s’appuyant déjà sur un système de transparence mis en place en vertu de la CCNUCC, mais y parvenir peut constituer un vrai défi.
Le Malawi et la Mauritanie s’appuient tous deux sur les nouvelles obligations en matière de rapportage prévues par la CCNUCC et l’Accord de Paris afin de renforcer les capacités de mise en oeuvre de la transparence des institutions nationales. Leurs efforts révèlent certains des bénéfices et opportunités découlant de la préparation à la mise en oeuvre du Cadre de transparence renforcée au niveau national. Ces deux pays développent une vision d’avenir susceptible d’inciter d’autres pays à en faire de même.
