Reporting on capacity-building and technology support under the Paris Agreement: Issues and options for guidance
This document was prepared by the OECD and IEA Secretariats in response to a request from the Climate Change Expert Group (CCXG) on the United Nations Framework Convention on Climate Change (UNFCCC).
This paper draws lessons from current reporting by Annex I and non-Annex I countries both within and outside the UNFCCC reporting framework, to provide options that might inform the development of modalities procedures and guidelines (MPGs) for reporting of technology and capacity-building support under the Paris Agreement. The paper is intended to inform options to facilitate reporting by both developed and developing country parties, with an emphasis on the latter given the very limited nature of guidance available to these Parties to date. The voluntary nature of developing country reporting need not prevent developing country Parties from having access to useful guidance for reporting.
