Transparency and MRV will play an important role at COP26, so don't miss this year's transparency events. Below is a compilation of transparency related side events. The list can also be downloaded in the download section on the right and shared in your networks as a PDF. Article 13 of the Paris Agreement established an enhanced transparency framework for action and support, with built-in flexibility which takes into account Parties’ different capacities and builds upon collective experiences. This side event is aimed to highlight the added-value of the enhanced transparency framework at the national level, as well as challenges and best-practices. It will focus on two main issue:

  • Which are the main challenges around the implementation of the ETF in each country?
  • What are the kinds of capacity-building needs in each country?

Cluster Lusophone (BENELUX/EIB Pavilion)

Several representatives from Portuguese speaking countries will present and discuss their experiences and needs. The exchange aims to build capacity in order to meet the reporting and transparency obligations included in the framework of the UNFCCC and its Paris Agreement.  

The main questions are: How can Lusophone countries go from zero BURs to one BTR? How are they going to make that leap already in 2024? What do these countries (almost all) need? And what role could the Lusophone Cluster play in this context?

The Biennial Transparency Report (BTR) Guidance and Roadmap Tool, jointly developed by the Partnership on Transparency in the Paris Agreement (PATPA) and the Food and Agriculture Organization of the United Nations (FAO) guides developing countries in planning the preparation process of their first BTR as well as preparing a roadmap for implementing it. PATPA and FAO will present the recently launched tool and provide insight into its use and features.

<h3>14:00 - 15:00: Tracking a moving target: How to measure progress and policy effectiveness in adapting to climate change</h3>

The UK Department for Environment Food and Rural Affairs (Defra) and the OECD are organising a roundtable to discuss the critical need for, as well as existing challenges and achievements in, measuring progress in implementing national adaptation policies. Country representatives will come together to share insights and discuss key policy priorities their countries are pursuing to accelerate progress in adaptation measurement. The discussions will benefit from an ongoing OECD work that supports countries in strengthening their adaptation measurement frameworks. Panellists will reflect on how these experiences can inform a broader international debate on measuring, and reporting on, achievements in climate change adaptation, notably under the Global Goal on Adaptation.
