Lusophone countries discuss transparency and MRV
From 9 to 10 October 2018, 21 government representatives from eight Portuguese-speaking countries and two representatives from Germany and Belgium as well as experts from various organisations gathered in Brasilia to participate in the second regional workshop of the Cluster Lusophone of the Partnership on Transparency in the Paris Agreement. The workshop was hosted by Brazil’s Ministry for Foreign Affairs at Itamaraty Palace, its architecturally modern headquarters. It was supported by the Belgian Ministry for the Environment, GIZ on behalf of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), and the UNDP/UNEP Global Support Programme (GSP). The participants from Lusophone countries were mostly technicians from various ministries and agencies.
The goal of the seminar was to bring Portuguese-speaking countries together to exchange experiences on the challenges and lessons learned in the establishment and operation of monitoring, reporting and verification (MRV) systems, particularly in relation to:
- Transparency and MRV in the UNFCCC
- National greenhouse gas (GHG) inventories, including:
- Data collection: type of data needed, data sources, methods for collection, problems related to collection, possible solutions, control and quality assurance, data storage;
- Methodologies for inventories: IPCC guides;
- List of inventories with MRV of mitigation actions;
- Elaboration of biennial update reports (BURs) and the ICA / FSV process.

The workshop had the following objectives:
- To share experiences, challenges and possible solutions related to the implementation of the Paris Agreement, with a specific focus on transparency.
- To promote technical training in different fields of climate policy and action, with a specific focus on transparency.
