El 8 de julio 2021, se celebró el evento virtual del Grupo Regional para América Latina y el Caribe de la Alianza para la Transparencia en el Acuerdo de París (PATPA) bajo el título “Datos de género para una mejor transparencia climática en la región de América Latina“. El evento contó con un destacado grupo de participantes representando a entidades gubernamentales, organizaciones internacionales y varias universidades de América Latina y España. 

Un aspecto clave de los sistemas de transparencia sólidos es la recopilación y el análisis de datos relevantes. En este contexto, desafortunadamente el nexo entre la igualdad de género y la transparencia climática suele no entenderse bien, lo que lleva a una falta de reconocimiento hacia el valor y la necesidad de incluir el género en la recopilación de datos.

El objetivo de este taller fue crear conciencia sobre la importancia de considerar una perspectiva de igualdad de género en la gobernanza climática y fomentar una discusión entre representantes de los ministerios responsables de cambio climático y de igualdad de género, las oficinas nacionales de estadística y otros actores que poseen datos relevantes sobre los desafíos y oportunidades relacionados con la recopilación, el análisis y el uso de datos e indicadores de género.

Tras una introducción temática al nexo entre la igualdad de género y transparencia en el cambio climático, por Ricardo E&E, representantes de gobierno de tres países -México, Chile y Uruguay- presentaron sus experiencias, esfuerzos y desafíos para la incorporación de datos de género en los esfuerzos climáticos. México destacó los esfuerzos del Instituto Nacional de Estadística y Geografía (INEGI) en la elaboración y sistematización de datos de género en relación con el medio ambiente. Chile presentó el proceso de desarrollo de un marco conceptual como base para la construcción de indicadores de género y cambio climático. Finalmente, Uruguay puso énfasis en la integración de género en el proceso de seguimiento para la NDC y el desarrollo de un sistema MRV sensible al género.

El taller además contó con un ejercicio interactivo para identificar métodos de recogida, análisis y toma de decisiones sobre los datos de género, estrategias para aumentar la cooperación entre las instituciones de cambio climático y género, el papel de las oficinas nacionales de estadística y la promoción de sinergias entre el marco de transparencia climática y los sistemas nacionales de información sobre género. El evento concluyó con la presentación de ofertas de apoyo del PNUMA, PNUD y ONU Mujeres hacia los países de la región de América Latina y el Caribe en materias de construcción de indicadores y capacidades de género.

La actividad, celebrada de manera virtual, fue organizada por PATPA en cooperación con el PNUD, y contó con un total de 117 participantes de 17 países de América Latina, así como de Estados Unidos, España y Alemania.

On July 8, 2021, the virtual event of the Regional Group for Latin America and the Caribbean of the Partnership on Transparency in the Paris Agreement (PATPA) was held under the title "Gender Data for Improved Climate Transparency in the Latin American Region". The event was attended by a group of participants representing government entities, international organizations and several universities from Latin America and Spain.  

A key aspect of sound transparency systems is the collection and analysis of relevant data. In this context, oftentimes, the nexus between gender equality and climate transparency is not well understood, leading to a lack of recognition of the value and need to include gender in data collection. 

The objective of this workshop was to raise awareness of the importance of considering a gender equality perspective in climate governance and to foster a discussion among representatives of ministries responsible for climate change and gender equality, national statistical offices and other relevant data stakeholders on the challenges and opportunities related to the collection, analysis and use of gender data and indicators.

Following a thematic introduction to the nexus between gender equality and transparency in climate change by Ricardo E&E, government representatives from three countries -Mexico, Chile and Uruguay - presented their experiences, efforts and challenges in incorporating gender data into climate action. Mexico highlighted the efforts of its National Institute of Statistics and Geography (INEGI, initials in Spanish) regarding the development and systematization of gender data related to the environment. Chile presented its process of developing a conceptual framework as a basis for the construction of gender and climate change indicators. Finally, Uruguay emphasized the integration of gender in the monitoring process for the NDC and the development of a gender-sensitive MRV system.

Furthermore, the workshop included an interactive exercise to identify methods for collecting, analyzing and making decisions on gender data, strategies for increasing cooperation between climate change and gender institutions, the role of national statistical offices and the promotion of synergies between the climate transparency framework and national gender information systems. The event concluded with valuable offers of support from UNEP, UNDP and UN Women to countries in the Latin American and Caribbean region for the areas of gender indicators and capacity building.

The event, held in a virtual format, was organized by PATPA in cooperation with UNDP, and was attended by a total of 117 participants from 17 Latin American countries, as well as from the United States, Spain and Germany.
